“Pretty much what I learned was… to think ahead,” Rowdy says. “Ninety percent of the problems that you run into in construction, you can think ahead of. Don’t be afraid to ask questions because nobody’s perfect — on these projects, somebody might have missed something.”

That philosophy of foresight, rooted in concrete expertise and respect for the environment, brought Rowdy and the teams at Living Shoreline Solutions Inc. (LSSI) and Sea & Shoreline to the Keys.

A Legacy Built on Concrete Innovation

He found the ideal collaborator in Dean Driggers, whose precast concrete septic tank business emphasized durability in sandy soils through tapered designs that could be rocked into place for stability.

Together, they refined the pyramid-shaped units — flattening the corners for greater rigidity — and developed a proprietary batch mix. In the Keys’ harsh saltwater, traditional rebar corrodes, expands, and cracks concrete from the inside out. LSSI’s solution uses industrial concrete fibers instead, providing equivalent strength without corrosion risks while supporting a 75-to-100-year lifespan. Science First: Mandatory Wave Modeling and Performance Data

Before any unit is placed, the team relies on rigorous, site-specific science led by Dr. Ping Wang, Professor of Coastal Geology at the University of South Florida. His modeling includes field surveys of bathymetry, wave climate, and sediments; numerical simulations of wave attenuation and sediment transport; and optimization for worst-case storm scenarios to ensure the right unit size and layout.

“You can’t just look at a site and say the 3.5-foot unit will work,” Rowdy notes. “We want it for the worst-case scenario… These municipalities are relying on our technology. We don’t want them to waste their money.” Dr. Ping Wang’s profile.

Real-world results back the approach. In Tampa Bay projects (including Simmons Park and Skyway Bridge areas), 540 WAD units supported oyster growth that filtered approximately 22.5 million gallons of water per day. The structures accelerate habitat creation, protect juvenile fish, and enable seagrass and mangrove recovery through reduced wave energy and natural sediment accretion.

The WADs’ true power emerges in their living reef function. As oysters rapidly colonize the textured, pH-neutral concrete surfaces, the structures become powerful water filters. This biological cleaning pairs with proven hurricane resilience: units at the Skyway Bridge withstood direct exposure during major storms without displacement, while naturally accreting sediment and enabling acres of seagrass recovery behind them. The result is a self-reinforcing system that builds shoreline, cleans water, and strengthens ecosystems against future extremes.

Solving Logistical Challenges with Foresight

Bringing heavy equipment to the Keys required weeks of planning: night transport of wide loads with pilot cars from Florida City, and the custom boom extension fabricated with Alpha Equipment in Plant City for shore-based placement without barges or mangrove damage. This innovation is now standard for the team.

The LSSI/Sea & Shoreline joint venture integrates WADs with seagrass nurseries and native planting (buttonwood, mangroves, sea grape). At Long Key, units were installed nearshore to protect existing seagrass, followed by vegetation and ongoing maintenance. Sea & Shoreline.

Protecting the Vision: Florida Forever and the Long Game for the Keys

The WAD installations at Long Key align with broader state and local efforts through the Florida Forever program — the state’s premier land conservation initiative. Florida Forever uses dedicated funding to acquire environmentally sensitive lands, wetlands, shorelines, and buffers. In the Keys, this includes targeted acquisitions under the Florida Keys Stewardship Act.

These acquisitions complement the science-driven living shoreline work of LSSI and Sea & Shoreline. By protecting upland and wetland buffers, Florida Forever helps reduce development pressure while creating connected habitats where WADs can promote natural accretion and allow mangroves and seagrass to thrive.
